Very nice place to see biwako firework.

Very nice place, but area is not well lit in general. The flower fountain doesn't operate at every hour/day. For example, on Saturday, it operates from 1830h onwards. The schedule is on its website, do check it out before going there.

Would not recommend travelling to Biwako just to see the lights at night, unless you are already nearby in the area/Otsu. Light timings are not regular as it's dependent on weather (which can change in the time you take to travel here).
