I chose to do this short hike to the observatory over visiting Glover Garden, and I'm glad I did. The view from the top is beautiful and clear, and it wasn't crowded like the Nagasaki ropeway. There's also a very clean bathroom on the first floor. Best part is, it's free! 4 stars because the pathway/hike to the observatory was not well kept and very overgrown. Lots of spiders and although not too long of a hike (about 12-15 minutes one way), it was slightly spooky to do alone. That being said, there was clear signage the whole way and even one security camera, so that made it feel more safe. If you can, I would recommend going by car (your own or taxi). If you do the hike, go before sunset.

Very good view point and totally free, unlike the one on the other side of town. It's not quite as high but you still get views of the ocean and of the town at night. We walked up from near Glover Garden and fair warning, it is quite a lot of stairs. It seemed like there was also a road up there so I'm sure you could get a taxi or drive if you wanted. If walking, you'll need to be moderately fit or able to take your time. There's toilets at the top too but that's all, no cafe or anything like the other viewpoint. I'd suggest doing Glover Garden, getting a coffee at 丘の上のコーヒー館 耕美庵, which is also nearby and then walking up here for sunset.

Wonderful observatory that is really well maintained. One two levels. Higher level dodges all the trees to allow clear photos. Lower level need to work between them. Be warned! Coming from the tram you make your way up via the long angled elevator then the vertical one, however from here we are talking a lot of stairs and sharply slopped paths. Is a nice walk to get up but your calves and ankles will be tested. There are toilet facilities and some car parks available. Went at night and seemed to have a few couples going together up there. Really nice views of both the city and the bridge. Can be a bit windy so pick the right day.

Lots of stairs (elevator is also available) but best spot to watch the sunset over Nagasaki.

Nice view, u can climb a little bit more stairs after two elevators from 石橋站. Free in charge and not many travelers to visit.
